Public and social housing plays a crucial role in NSW's housing landscape, providing affordable shelter to hundreds of thousands of residents across the state. Social housing encompasses dwellings managed by Housing NSW (the state government housing authority) and registered community housing providers — organisations that deliver affordable rental housing to those on low incomes, people experiencing hardship, or those with special needs. According to the 2021 Census, NSW has over 140,000 social housing dwellings, representing around 4% of the state's total housing stock.

The distribution of social housing across NSW is far from even. Certain suburbs — particularly those developed as purpose-built public housing estates during the post-war housing boom of the 1950s to 1970s — have very high concentrations of government and community housing. Suburbs like Daceyville, Windale, Bidwill, Claymore and Airds were deliberately planned as welfare housing estates and continue to have the highest proportions in the state, with more than 60% of their dwellings classified as social housing.

This list is based on data from the Australian Bureau of Statistics 2021 Census (Table G37 — Tenure Type and Landlord Type by Dwelling Structure), which counts dwellings rented from state housing authorities and community housing providers as a percentage of all occupied private dwellings. Only suburbs with at least 100 dwellings are included to ensure statistical reliability.
